Both have had tremendous influences on governments in our modern world. Although governments can, and do, exercise authority by the threat of armed violence, violence is an extremely expensive way to maintain power.
Currently in Switzerland, single majorities are sufficient at the town, city, and canton level, but at the national level, double majorities are required on constitutional matters. The party leaders enjoy monopoly of power and it is difficult to remove them peaceably.
In India every man and woman of 18 years of age is entitled to be enrolled as a voter. Examples include authoritarian, totalitarian and fascist governments. The voters are bewildered by a number of viewpoints presented and the multiplicity of candidates they must assess.
